Phnom Penh, the second worst city in the world

According to PhnomPenhPost.com,
An annual National Geographic survey has rated Phnom Penh the “second-worst” city in the world to visit”.
this rate is based on how well cities endured the pressures of mass tourism, the ravages of nature and the onslaught of global development.
Looking back to the last four year ,in 2004, Phnom Penh was not so developed in term of new high builds, road and houses but it was rated the 5th worst city. However, it becomes the second this year. it seems like this city is getting worst and worst.
one foreigner who has been living and working in Phnom Penh for some years said that
Being a foreigner myself, I wouldn’t qualify Phnom Penh as a bad city, and many foreigners I have spoken to who have been in Phnom Penh actually quite like the city. As far as safety is concerned: I consider Phnom Penh as a very safe city, especially compared to many other capital cities in the world.
So how about you? what do you think about this city? is it really as bad as the survey said?

So it is really the Phnom Penh city is the second worst city in the world,,,, this is according to the Some tourism who visited other city in the world.

According to many foreigners located in Phnom Pend city stated that even though Phnom Penh is a little bit worst, messy but if we look into Phnom Penh city clearer that this it shows that it offers you a lots of freedom and safety to do everything either in the midnight and in the day. And they said that they would like living in Cambodia.
If you look back into around 1979 to 1990, Phnom Penh city was very worst that this 80%, i think.
